MRA Objectives

The Agency fulfills the tasks determined by the Act: in the area of reserves management of raw materials, materials, medicial products and medical articles as well as agricultural products, semi-finished and finished food products. The Agency also maintains stocks of crude oil and petroleum products and it supervises compulsory stocks of crude oil and fuels.

The Agency's scope of activities:

• management of the reserves, as regards:

» raw materials, materials and fuels,

» medical products and medical articles,

» semi-finished and finished food products;

• maintenance of the state reserves as construed in under the Act of 16 February 2007 on stocks of crude oil, petroleum products and natural gas, the principles of proceeding in circumstances of a threat to the fuel security of the State and disruption on the petroleum  market (Journal of Laws no. 52, item 343);

• preparation of a draft of the asset and financial plan of the establishment of the reserves;

• initiating investment undertakings with the view to the needs of the reserves;

• preparing a draft of the information on the quantitive status;

• execution of control functions over state reserves including control functions over entities fulfilling tasks connected to maintaining and replenishing of reserves;

• execution of control functions over producers, operators and entrepreneurs providing storage services and entrepreneurs commissioned to accumulate and maintain stocks of crude oil or fuels as well as entrepreneurs commissioned to maintain fuel stocks of crude oil and petroleum products.

The decision to release stocks is laid down in the Ordinance of the Council of Ministers of 6 January 1998 (Journal of Laws no. 5, item 15).
