General Information on the Material Reserves Agency

The Material Reserves Agency operates on the basis of:

• The Law of 30 May 1996 on State Reserves (unified text: Journal of Laws 2007 no. 89, item 594 changed by
  
  the article 151 of the Act of 21 November 2008 on civil service, (Journal of Laws 2008, no. 227, item 1505)
• The Act of 16 February 2007 on stocks of crude oil, petroleum products and natural gas, the principles of proceeding in circumstances of a threat to the fuel security of the State and disruption on the petroleum  market (Journal of Laws 2007, no. 52, item 343 as amended)
• The Statute of the Material Reserves Agency granted by the Ordinance of 30 July 2008 by the Minister of Economy
  

The Material Reserves Agency fulfills the tasks determined by the Act: in the area of reserves management of raw materials, materials, medical products and medical articles as well as agricultural products, semi-finished and finished food products. The Agency also maintains state stocks of crude oil and petroleum products as well as it supervises compulsory stocks of crude oil and fuels.

The Material Reserves Agency is a state legal person and it carries out independent financial policy in the area of material reserves management.

The Agency is led by a President appointed by the Chairman of the Council of Ministers (Prime Minister) from amongst the persons selected in the course of the open and competitive recruitment process upon the request of the Minister competent in the matters of the Economy. The President is recalled by the President of the Council of Ministers.

The President acts with the assistance of the Chief Accountant, the heads of the organizational units in the MRA Headquarters and the heads of the Regional Branches.
